it seems likely they will get a high rating from their users

make enough money to buy a few items and create premium accounts
it will be trivial for them to give themselves a high server rating.
I think Fletcher is right to note that you will not come up with a
solution that does anything other than create
a different problem to solve. And that doing anything about this is
really wasting time better spent.
It's not a big problem imo. I don't want to sit rating rubbish servers,
if I happen to join
one I'll just leave and find a better one.
So long as you can find a good server to play on there's no real problem
bad servers existing.
