Sounds like the "auto redirect" feature from back in the days, this one also got nerfed. BUT, you can still do that but it ASKS the client if he/she wants to connect to it.
So just simply put it back on somehow and ask the player "Do you want to see this motd the server is offering to you?" You don't really expect them to trust anyone's judgement or take it on face value what the spirit of rules are do you?
