unless they are willing to install and play with the software they're

You should have tried.  Out of the box, the OpenWRT installation of hnetd
will generate a /48 ULA and a NATed IPv4 prefix, and use those for prefix
assignment.  You don't need an IPv6 upstream, just a DHCPv4 server to
trigger edge detection.
