RDP 2012/4/17 Sugeng Hartono <[email protected]> Selamat siang. Paling tidak ada dua pakar yg pernah menyinggung kontrak PSC kita dengan PSC Malaysia. Dulu mas Budi (PE, manajer Sub Surface) menanggapi tulisan saya, bahwa spirit PSC itu bagus, buktinya diadopsi bbrp negara tetangga. Yang tidak kalah penting adalah fungsi pengawasan. Dia sempat katakan bahwa PSC di Malaysia ada "revenue/cost" artinya keuntungan dibagi modal (?). Angka ini akan mempengaruhi persentasi pembagian (split). Kalau revenue besar, dan cost kecil maka investor (oil co) akan mendapat bagian yang besar pula (tidak 85% dan 15%, mungkin bisa 80% dan 20%), tetapi kalau revenue kecil tetapi costnya besar, maka investor akan mendapat bagian sedikit (mungkin kurang dari 15%). Intinya, di sana, Malaysia "memaksa" investor untuk berhemat/ efisien, sementara di sini nampaknya investor agak kurang berhemat karena merasa bahwa semuanya akan masuk dalam cost recovery. Beberapa waktu yll Pak Wamen ESDM, dalam suatu acara di tivi juga sempat menyinggung hal ini, bahwa di Malaysia kontrak PSC ada klausul revenue over cost, sementara di sini semua biaya bisa di-cost recovery. Dalam kesempatan tsb beliau dapat "menangkis" serangan-2 para pengamat. Sampai saat ini saya masih mempunyai pemahaman bahwa investor di Malysia tidak akan berani "main-2", sehingga di benak saya bahwa PSC di sana sedikit lebih baik dari PSC kita.
