AFAIK the cookie monster was first implemented in Multics and didn't
hog the terminal. I told a class about it and one of the students
asked whether it was feasible in TSO, so I explained how[1] to do it
and installed it for April 1. As in the original, the response to
typing "cookie" was "thank you".

[1] Front end the TMP, as for the cookie in an STIMER exit.
