Well IMO it was implicit because he was quoting my item on
outsourcing in Indiana (that didn't work) if he was talking about
another outsourcing item it would have been clearer (at least to me)
he was commenting on some other deal.

Someone should tell the IBMLINK folks!!!
I am not a fan of outsourcing and to psuedo threaten IBMLINK people
with it while it might sound good at the surface it would be IMO
terrible at execution.
