We have 99% automated IPL, and about 85% of shutdown. There is only one person in the NOC who really has a good idea what is going on. Luckily, our Production Control people are still top notch. The other people who work when we normally schedule IPLs simply refuse to try to learn. Likely their reasoning is that since they don't reboot servers (Windows, Linux, or Solaris), why should they know how to reIPL z/OS? Mostly, they are "ticket takers".
