"OS/360" dates from 1965.  The onus, if there were one,  would thus
fall upon "others" to play well with IBM.

This playing-well notion is not, however, a viable one.  Even if
futurology problems were discounted attempts to be compatible with
multiple, often contradictory syntactic schemes would be foredoomed.
