Have you tried to dump MAN2? That might cause SMF to start using it. Can't hurt.
Or, as I have done in the past, create a MAN3. Create a new SMFPRMnn and copy SMFPRM00 (or whatever) into it. Update the new SMFPRMnn to include the MAN3 dataset.
