I don't recognize this problem either, but I would first dump 
SYS1.GBU1.MAN2 and clear it out. That should cause SMF to switch to MAN2 
and make MAN1 secondary. The problem might go away at that point. At least 
you could manipulate MAN1 more freely at that point.

The command 'T SMF=nn' does not "just start SMF". It tell SMF to change 
its parameters. My main use in the past has been to add a MAN dataset to 
the configuration dynamically or to change the SMF options (to change the 
SMF record types to generate).

I'm not really sure this will fix your problem, because I've never seen 
CLOSE PENDING before. I was just "free associating" things to try. I don't 
know if they will work or not.
