Your previous post said that that you didn't think that it went into a wait. 
In that case, the CP is not idle, but executing instructions in your program. 
Perhaps it is just that an LPAR with higher priority is stealing the CP from 
your LPAR.

Perhaps Jim will have a more definitive answer, but I would think that the 
IF event would be detected before the completion of the STCK.  However, 
long before the dump was taken, the STCK would have completed.
