It should be kept in mind that while 31-bit addressing was a 32X capacity jump over 24-bit, 64-bit addressing has 8 billion times the addressing space of 31-bit.
I'm not sure if z/OS actually supports activating the Region 1st DAT table anyway. z/OS may be only a 53-bit OS.
