You could use PUTs for maintenance, and most shops did. While you could freeze the system for a long time and then install a new IPO or PDO, that wasn't the norm.
Sysgen wasn't needed once MVSCP was available, and it eventually went away. When you ordered IBM software, certain items were always shipped. Other items were only shipped if you specified an appropriate feature code on the order.
