Yes, there was a starter system that was a standalone dump of an MVS/SP system. I migrated a OS/VS1 system running under VM/SA on a 4381 to MVS/XA. OS/VS1 couldn't be used to install the CBIPO, so we had to restore the starter system (It may have been on one 3380 volume).
