Yes, that's correct. The modules are loaded by CICS. I read somewhere that SLIP scans CDE(Content Directory Entry <https://www.ibm.com/docs/en/zos/2.3.0?topic=information-cde-heading>) table for module information. Is it possible, CICS Load does not add entry to CDE ? This is just my speculation though.
