If a program does "LOAD with ADDR" (AKA "directed load") there are no residual system control blocks (such as CDEs). I'd guess that that is what CICS does. If so, they do use system services to load the module but they provide and manage the storage.
When that is done, there is no way for SLIP or anything other than the provider of the storage to understand where the module is.
