I just found a redpaper talking about ficon CTCs that said the device type CTC was the old 3088 parallel channel CTC device. So it looks like they're just whacking old stuff that hasn't been supported for years (decades in some cases?).

Many sites use Ficon CTC's instead of generating an ICF.
