Not exactly. From what I'm told, the minor space savings and performance improvements to be had by "removing" these attributes are not, by themselves, worth making a catalog unavailable for the time required to do that. (If you happen to reallocate the catalog for any other reason, this will of course take care of itself.)

There are always edge cases, of course. A catalog on the cusp of needing to be split for performance-related reasons might be improved "just enough" if reallocated without IMBED and REPLICATE to buy you some time.

There are other reasons to proceed, too, which have been listed by other posters. YMMV...
