Although I have no proof / evidence to back me up, I would guess that it is some of the largest mainframe shops that still have catalogs with IMBED/REPLICATE and IBM's retraction of removing support was based on their largest clients ($$$) objections, not by majority numbers. I know of some shops that don't even want a once a year outage and depending on what data is in the catalog that needs to be worked on, making this change just might not be acceptable or worth the benefit / risk.
