We discovered these "the hard way" about a month ago, and have both "fixes" in 
place.  We've compiled several "normal" COBOL programs with COBOL v5.1, and all 
work correctly (batch and CICS) so far.  We also had to apply a PTF to Debug 
Tool (v13.1), but now Debug Tool works with COBOL 5.1-compiled programs, too.  
The only CICS problem we've had so far is with the RDz-generated XML Converter 
program when compiled with COBOL 5.1.
