There is no logger dependency for HZR.   Do you mean HZS (Health Checker) or are
you referring to HZR analysis of OPERLOG?  IF the latter, I just don't use that 
function
on my monoplex LPARs and when analysis runs you see this:

PROCESSING BYPASSED:                
 OPERLOG....OPERLOG IS NOT ACTIVE.
