Runtime Diagnostics (HZR) does 7 types of analysis only one of which has any association with OPERLOG. If OPERLOG isn't in use, it just skips that type of analysis and puts a message in the list of events so that you know the OPERLOG portion wasn't successful (as opposed to letting you think everything was run successfully when it was not).
The other 6 types of analysis -- high CPU, GRS latch contention, OMVS latch contention, local lock suspension, TCB loop detection, and enqueue contention checking -- are all still done even if OPERLOG isn't being used. The OPERLOG dependency is only for message analysis. So, HZR can and should still be used in the absence of OPERLOG.
