Package a product, FUNCTION, or PTF as a single SMPMCS file, with all the elements instream, which could be streamed directly from network into SMPPTFIN. Or, more conservatively, received to a Unix file or Classic data set and allocated to SMPPTFIN. But RECEIVE copies it to SMPPTS which should be all the backup one needs. Perhaps add a HASH() keyword in SMPCNTL. Transmit the hash by voice via POTS? Well, not really.
RELFILEs are silly; hostile to network installation; and the major source of complexity in RECEIVE FROMN*. The wrongest thing with the idea is cognitive dissonance: it's not what customers are accustomed to.
