Some time ago, I wrote a post about setting the CSA specification such that *specified* CSA ended halfway between 1M boundaries. As *allocated* CSA is rounded up to the next segment (1M) boundary, this maximizes the elbow room within which you can make LPA list and IODF changes without crossing a 1M boundary by accident. Checking once in a while helps keep you "centered" within the segment.

If your other DR changes add up to more than 1/2M worth, then perhaps offsetting from center in the right direction would smooth the transition without requiring a special DR-only CSA specification and still provide reasonable elbow room for day-to-day changes.
