I do not think of the recommendation has having to do with performance, instead having to do with cost. (although perhaps there's an aspect of "hardcapped" that I'm not thinking of). It will take as much normalized CPU time whether you have zAAPs/zIIPs or not. Whether it takes as much wall-clock time depends on your capacity. And of course if you are running with sub-full-speed CPs and full-speed zAAP/zIIP, then you're getting more capacity with a zIIP than a CP.
