Not only STEPLIB (and JOBLIB) but also any tasklib, which in fact can be any ddname.
And then the problem arises: when should the 'non-apf warming' be issued? You could have a ddname with a concatenation of loadlibraries, that are never going to be used to LOAD modules from, so the warning is useless and confusing.
