Phil:

In 30+ years I have seen only one case and that was an oops. The system 
programmer left in the middle of an evaluation. I alerted management and they 
contacted the vendor and made everything alright. It wasn’t a really big check 
but enough to dent their bonuses. They were diligent afterwards.
