Well, considering that there are breeds who consistently produce horses who
do soft gaits - and some breeds who consistently do a single signature soft
gait, I think it's pretty reliable.  Think about it - despite the horrible
show trends of the 1950's to present (probably peaking in the 1960's and
1970's) there are still a good many TWH who naturally and freely offer a
running walk.  A good many more TWH easily perform a "neighboring gait" like
rack, saddle rack or foxtrot.   And I can't say that I've EVER heard of a
three-gaited TWH, one who only trots.  They may exist, but they certainly
are rare.  We hear of three-gaited Icelandics all the time.
