My Kalsi went through a phase of this when we lived down in Dorset, and he was greatly helped by the use of an asthma inhaler (ventalin) as the vet thought his breathing was being impaired by his various allergies (he has sweet itch, coughs on dusty hay etc). I used a child's spacer over one nostril to get the drug into him, just before we went for a ride. Since we've been up here, where's it's near the sea, much more windy and no pollution , his breathing has been fine.
