If someone who has never used a computer is introduced to linux, he'll find it just as easy to learn. But a long time windows user when sees linux, he has to unlearn a lot of things (believe me, when I show linux to my friends who never used it, first thing they want to do is refresh the desktop, and on windows it actually speeds up your computer :)

There is no clause attached. no *conditions apply. What you are talking about here are linux distributions. Linux( the kernel) and most software which you'll find in these distros are free to use & modify. What some distros charge for is the service and support they promise to provide and not the software. It is incorrect to say ubuntu or any other distro for that matter is in developmental/experimental stage (unless the distro community specifically says so) and that they will charge when ready. They can put a charge anytime they want.
