Internal audit should guard against use of pirated software. Actually, M$ sells corporate license to many of these organization, to use unlimited installation by paying some nominal fee. It is all marketing. It is no use showing money to these companies, as they do not earn them. These organization just use taxpayers money. To ask them to pay won't hurt any one. What you can show them is the increased speed and convenience of removing the anti-virus program. Actually, Linux once installed is probably easier to use than M$. Specially you can show them data security of Linux file system, protection from read, write from peers etc.
Windows may come without any additional cost, but virus protection do not come free. Even if it comes, installing and maintaining them is a trouble that they can do without.
