I have a digital camera and have found that iPhoto is just fine for my 
needs.  However, I only take pictures casually (i.e. 
friends/family/travel) - about 300 a year.  There are probably more 
sophisticated programs for professionals but iPhoto does a good job with 
organization and so forth.

OS X is well worth the money in itself.  I had to download iPhoto when I 
got my new iMac but it is free to those with OS X. It will not work on 
anything less.
