Probably, yes.

No, URLs don't count as rich text. The "effect" you see on URLs (blue, 
underlining etc) comes from how your computer's system interprets them, 
not how they are written. I can write a URL in plain text and it will 
show up blue and underlined on your machine.

In Mail.app, you can set the preference to "plain text only" for 
composing mail either in the preferences (global) or on an individual 
basis by hitting shift-command-T.
