Apple believes that this is a sufficient level of PITA factor that it will prevent the widespread piracy of iTMS music, plus there's the fact that the resulting MP3s have noticeably lower sound quality to the original AACs, plus the fact that neither will sound quite as good as an original CD.
A current work around the *protection format* is to download the songs into iTunes then burn a CD and then grab them off of the CD into the non-protected ACC format or as MP3's or whatever as long as you don't reuse iTunes to pull the songs off of the CD......if you get my drift.........
I think it strikes the right balance between protecting one's work and trusting the consumer. Blank cassette tapes did not spell the ruin of the music industry, and neither will the occasional person copying their iTMS purchased songs onto a sampler for their friends. That is not, nor ever really has been, the problem.
The problem has been the ability of a person sitting at home with a modestly powerful computer to propagate literally thousands upon thousands of pristine copies of this material illegally, and even make profit from doing so. That scale of criminal activity is worth the RIAA's time and money to prosecute.
