As an update, I was able to pull the older drivers off of the CD by
running the package. However, that failed to solve the problem. I am
still unable to run the utilities for the printer (the option is grayed
out). Does anyone have any suggestions or can anyone confirm it to be a
bug in Panther?

I can confirm that an Epson 740 works fine in Panther, so no it's not a bug.


Have you confirmed that you've deleted and then re-added the printer to the Printer Setup Utility? Have you confirmed that the Epson Printer Utility lives in the /Library/Printers folder?
