You can choose "Quick" or "Complete", for CD-RW's quick works fine for me, for DVD-RW's I need "Complete".
You can also use "Disc Utility" to erase a disc or ANY disc/drive.

Someone else mentioned "toast" but I would be astounded if Apple had failed to provide easy formatting for cd-rw discs.
So, I still need some help.
