Thanks for that  clarification.  I have a question though, if the fax 
appears as a PDF, is there a way to edit it and send it out again.  For 
example a questionnaire that I need to answer and return?

Let's start again, hopefully with a clearer explanation:
In Panther (10.3.x) only, the system offers built-in faxing with no 
additional software needed. It requires that you have an analog phone 
line attached to your modem port. The ability to send or receive faxes 
is controlled by the "Print & Fax" system preference panel.

Setting your Mac to RECEIVE faxes is as simple as checking a checkbox 
and setting the number of rings to answer. Faxes messages turn up as 
PDF files in whatever location you specify you want to receive them, 
or the "Faxes" folder in your User Folder by default.

Sending a fax is even easier. Whenever you call up the Print dialog 
box (by selecting Print from the file menu or by pressing cmd-p), you 
will get a button on the bottom of that box that offers you the option 
to fax instead of print. Type in the phone number or select the 
recipient from your Address Book and away it goes.
