My Panther fax used to work great, but suddenly began to hold any fax
rather than sending it. I'm thinking that the problem is with the modem
since clicking the resume button immediately results in "The fax device
is not responding." Is there a way to reset the internal modem,
assuming that it is the fax device, of course?

Any suggestions/help would be appreciated.

Try deleting the modem and re-installing it using the Printer Setup Utility.
