OS X will work with 640x480. For a general purpose computer I'd want 1024x768 but 800x600 will do. 640x480 would really only be practical for kiosk or perhaps an in car computer.
Yes it is true you can run OS X in 640x480, I have done it. You need to collapse all unneeded toolbars, make all your icons smaller and run something like Tinkertool, to make the system fonts smaller.
