Tiger if you can afford it and your system supports it; Panther otherwise. For daily use by a new OS X user, I wouldn't recommend anything before Panther.

I am looking for stability, and affordability. I know that the most recent version would be best, but if I can get away with a cheaper older version, I may need to opt for that right now (Christmas for the kids and all).

I just don't want an OS that is faulty. I have heard too many stories of OS problems (and not quite sure what ones to believe).

I've had OS X since 10.1 (which was released shortly after I first saw OS X), and it gets better with every version. Tiger introduced a few missteps, in my opinion, but for the most part it's the best OS X yet.
