But something is causing the same symptoms (a router??) and that is what I
would try to isolate, when the problem occurs. Try using different routes to
your SMTP server and see each responds. If one route works, but another does
not, then you have eliminated part of the network and can focus on the
problem route. Dial in, if you have to, to see how that portion of the
network is responding.

It's not likely a blocking problem though since it dial-up users that
are calling into our servers - our lines, our chassis - not a remote ISP
and we're not doing any blocking on port 25 traffic. And, if it was
blocking it'd be all our local users (couple of thousand of them), not
just a handful.

Agree, first thought was blocking for port 25, but that's not the case
here for local dial-in users.

Actually, it isn't a matter of you blocking access to port 25 (although
that would account for the problem).  The problem is the remote ISP
blocking access to port 25.  Say I host web/mail for "somedomain.com",
and the person who runs that domain uses MSN.  If they set up their mail
server so that they send mail through my mail server, MSN will block it.
