I'm not with ipswitch, but I think I see a flaw in
your testing protocol. When you set up Outlook Express for the additional
IMAP service, did you "create a new identity"? If so, the new identity
does not inherit the options you've set for the existing identity. So, you may
have actually demonstrated that the problem lies in the configuration options
you've set for the "identity" with problems.
Or, you added another account to the existing
identity, didn't change any settings, and this was all "hot air". I'd still
like to point out that the problem has quite a few elements that haven't been
eliminated.
