We forgot to see whether their side might have legit/known reasons for
rejecting  the  connection. For instance, Hank's 199.44.118.253 has no
PTR  (note it claims to be dns.mgtamer.com, but that hostname resolves
to another IP, which has multiple PTRs).

When I EHLO into isbe.net, I don't get rejected and can send mail. But
if  I  issue  an RSET after my EHLO, then EHLO again, I get that fatal
503.  So  ME  is indeed broken, in that (a) it seems to be erroneously
issuing  502,  when  it  needs to send a harder 5xx, to signal that it
wants  to  break the connection outright, and (b) it certainly behaves
in  a draconian fashion if you issue an RSET from a previously allowed
connection. But the root of the problem could still be on Hank's end.
