Yes, it does.
People with a Service Agreement would probably rather have a 7.08 with 1
bug fix and a 7.10 with lots of bug fixes (and an 8.0 with lots of new
features), instead of a 7.08 and 7.10 each with lots of bugs fixes, and an
8.0 with a couple new features because Ipswitch spent all their money
putting lots of unneeded bug fixes in 7.08.

So far, nobody has posted that there has been a single bug fix in 7.1 that
affected them, that was also an advertised feature.

Then PLEASE don't whine -- instead, be constructive (as the subject
says...). Say what it is that doesn't work as stated. And give Ipswitch a
chance to respond -- they may well say "We're going to come out with a 7.08
that fixes everything that users mentioned".
