Have you checked the IMail logs to see what they say?  They should provide 
some useful information.

I can connect to their mailserver, but it is broken.  It only accepts 
TCP/IP data if it is sent in a full packet, not using standard streams (IE 
a packet with "HELO " followed by "declude.com" would not be accepted, it 
would have to be sent as "HELO declude.com").

So already there's about a 95% chance the problem is on their end.
