We have seen this problem when users tell Outlook to leave copies of the messages on the server (Properties / Advanced). When they get to a certain number of messages on the server, Outlook appears to lose the ability to keep track of what it has downloaded, and downloads messages repeatedly.
To fix that problem: Uncheck "leave messages on server", down load everything which wipes it off the server, re-check "leave messages on server", cleanup the mess in Outlook's inbox. Don't know if this is your user's problem or not . . .
