your .gif was the equivalent of BIND's allow-query, not allow-recursion.
but once you allow query, you can't then also select with the allowed-queriers which can/not do recursion. All can or can't.
For a public DNS, w2k should have recursion off, running as a delegated-only DNS.
Run another w2k DNS with recursion on, but with querying restricted to your trusted nets. Yes, you have to buy another w2k server license to get DNS, but that's just Life With Criminal Microsoft.
