That's because web messaging just looks at the content of an E-mail -- if it recognizes it, great; if not, not. So if you have an E-mail that one person can view properly, everyone else will be able to. If you have an E-mail that one person can't view properly, nobody else will be able to.As a troubleshooting step we actually deleted the mailbox of a user where the web interface was working and one the mail.mbx was recreated the problem appeared. The opposite also holds true, copy a working mail.mbx to a non-working account and it works.
There have been lots of these types of complaints over the years, but I thought that somewhere around IMail 7.x the complaints died down significantly -- are you running 7.x?
