We are running 7.13. It is happening with ALL attachments including
plain text. I can send the same attachment to multiple accounts on the
same server all running the same web template and some can view others
cannot.

That's because web messaging just looks at the content of an E-mail --
if
it recognizes it, great; if not, not. So if you have an E-mail that
one
person can view properly, everyone else will be able to. If you have
an
E-mail that one person can't view properly, nobody else will be able
to.
There have been lots of these types of complaints over the years, but I
thought that somewhere around IMail 7.x the complaints died down
significantly -- are you running 7.x?
