It's normal to try the A record to deliver mail, but only after the MX records fail to accept the mail, or if no MX records exist.

Just to clarify here: The only time that a mailserver should attempt delivery to the A record is if no MX records exist for the domain (per RFC974). If an MX record exists, the mailserver should NOT try the A records.
